Eligibility and Fund Priorities: The prime objective of this project is to capacity building in APEC economies in energy efficiency improvements, and RCx skills and knowledge sharing on various aspects of decarbonisation buildings in the APEC region. This project aims to build APEC economies’ capacity to enhance the energy efficiency of buildings by sharing RCx guidelines and training the RCx workforce to progress towards reducing APEC energy intensity by 45% from 2005 levels by 2035. This project provides opportunities to increase employment and economic activity to accelerate economic recovery. The project cuts across the mandates of EWG and EGEE&C.
Capacity Building: With the success of APEC funded-project “Capacity Building Workshop on Retro-commissioning” (EWG 09 2020A), the member economies acknowledged the benefits of RCx can optimise the operation and energy efficiency of buildings. In this project, the APEC RCx hub will be created to share the guidelines and best practices. RCx Training Courses will be provided for APEC member economies, particularly developing economies, to build capacity to enhance energy efficiency in the building sector. In the meantime, how to establish and maintain the RCx registration scheme and workforce directory will be shared during the training courses.
The APEC RCx Hub is a website to serve as an open platform for APEC member economies to share RCx policies, guidelines, best practices, training schemes, etc. The RCx training alongside this project promotes skilled jobs and green projects by implementing RCx in the existing buildings. The knowledge and skill transferred from this project will benefit both developed and developing member economies by enhancing skills and knowledge of energy efficiency improvement in the building sector, promoting jobs related to sustainable growth and equitable development in the APEC region and nourishing RCx experts in APEC member economies. The project is expected to familiarise APEC economies with the concept of Retro-commissioning (RCx) and further promote cooperation among APEC economies in this area, including related activities in the future such as conducting research, building capacity and furthering governmental collaboration. Any such future activities, (including on or through the RCx hub website, linked to the RCx Training and Registration Scheme and this shared APEC concept would be taken forward as APEC projects, and subject to the relevant project policies and approvals.
